OK, that is what we've usually had routinely in the past.  BTW, these 
"shadow administrators" don't even know their powers, so abuse has 
de-facto not happened yet, as far as I know.  (This is a strange security 
policy, of course.)

Can you also speak for nagashim (Yutaka Nagashima)?
