Code generation: bit shifts

Following https://isabelle.in.tum.de/repos/isabelle/rev/803b5d19c48c, 
there is now an official theory Code_Bit_Shifts_for_Arithmetic in 
HOL-Library which rewrites appropriate arithmetic expressions to 
expressions involving bit shifts. Feedback welcome.
