[isabelle-dev] Problems building HOL

This is a continuation of somewhat mixed private/public threads
concerning spurious build problems with HOL, leading to a situation
where only a few % CPU is used without progress.

I have not seen this myself for HOL, but I have now applied a potential
workaround inspired by the improvements for HOL-Proofs:
