Without a closer look at this I would deem that this is due to the
corresponding locale context which has to be built up twice (or even
three times), issuing every declaration inside.  A similar delay can be
experiences e.g. by writing

context ordered_field
begin

So far I did not attempt to reduce this delay, but perhaps it is possible.
