A)
"code_gen" command now takes optional "to" part; if given, *all*
generated code is packaged into the same structure / module / name
space, with name given after "to":

code_gen <consts> in <target> to <struct_name> file <file_name>

Syntax is still open for discussion.


B)
Code generation for SML no longer generates outermost "ROOT" structure.
